“Judged” counts appeals allowed or dismissed. The rest were withdrawn, invalid, split or unrecorded, and are counted but never treated as appeals the council won. A percentage is published only where at least 5 appeals were judged either way. Where it is not, the counts still are: a rate over one or two cases would claim a precision the sample cannot carry.
